Constitution of the Karnataka State Police Force
16. The Karnataka State Police Force is constituted under the Karnataka Police Act, 1963 (Act 4 of 1964).
17. The direction and administration of the Police force throughout the State is vested in the Director General and Inspector General of Police. In the discharge of his duties he is assisted by Staff Officers in the Headquarters and Officers in charge of Special and Field Units.
18. An Officer of the rank of Director General of Police heads the Corps of Detectives as Director General of Police, Corps of Detectives, Training, Special Units and Economic Offences.
19. The Director General and Inspector General of Police is assisted by the following Officers of the rank of Additional Directors General of Police and Inspectors General of Police in the headquarters:
(a) Additional Director General of Police, Administration
(b) Additional Director General of Police, Law and Order
(c) Additional Director General of Police, Crime & Technical Services
(d)Additional Director General of Police, Transport, Telecommunication and Modernisation.
(e) Additional Director General of Police, Karnataka State Reserve Police
(f) Commissioner for Traffic & Road Safety
(g) Inspector General of Police, Grievances Cell.
20. Additional Director General of Police, Administration - He will supervise and co-ordinate all administrative work in Police headquarters under the guidance and control of the Director General and Inspector General of Police.
21. Additional Director General of Police, Law and Order - He is the administrative head of all executive Police in the units excluding Bangalore City. He works under the direct supervision and control of the Director General and Inspector General of Police. Superintendents of Police of all the Districts, Inspectors General of Police of the Ranges and the Commissioners of Police of the Cities other than Bangalore will report to him in all matters relating to law and order. It will be his duty to obtain and ensure deployment of reserve Police force in different situations and anticipated problem areas. The Inspector General of Police, Anti Terrorist Squad, the Deputy Inspector General of Police, Railways, the Asst. Inspector General of Police (General) in the Chief Office will report to the Addl. DGP, Law and Order.
22. Additional Director General of Police, Crime & Technical Services - He supervises the work of the Technical Services consisting of State Crime Record Bureau, Forensic Science Laboratory, Finger Print Bureau and Dog Squad, and all the District Crime Record Bureaux.
(a) The State Crime Record Bureau is in charge of a Superintendent of Police who is supervised by the Inspector General of Police, Police Computer wing & Modernisation Scheme. This bureaux ensures proper comparison and dissemination of crime figures and criminal Intelligence and co-ordination with neighbouring States and National Crime Record Bureau. Additional Director General, MSW & MS (Technical Services) who is the head of this bureau assists the Director General of Police in the collection, collation, analysis and dissemination of crime intelligence. Deputy Inspector General of Police Planning Research & Special units and Assistant Inspector General of Police, Crime also report to Additional Director General, Technical Services. The Range Inspectors General of Police and District Superintendents of Police will also report to him as far as crime matters are concerned.
(b) Forensic Science Laboratory: The Forensic Science Laboratory is under the charge of a Director, who is assisted by experts in thevarious areas of Forensic Science..
(c) Finger Print Bureau : Finger Print Bureau is under the charge of a Superintendent of Police who is assisted by other experts who are Inspectors and Sub-Inspectors.
23. Additional Director General of Police, Transport, Telecommunication and Modernisation Scheme - He is in-charge of Telecommunication, Transport and Modernisation Scheme. He is assisted by the Deputy Inspector General of Police/Superintendent of Police, Wireless and Superintendent of Police, Motor Transport.
24. Additional Director General of Police, Karnataka State Reserve Police - He is in-charge of all the battalions of the Karnataka State Reserve Police and is assisted by an Inspector General of Police and a Deputy Inspector General of Police. He works under the overall control and supervision of the Director General & Inspector General of Police. There are 10 battalions in the State stationed at various headquarters, each headed by a Commandant. There is a training institute located at Bangalore for training the Karnataka State Reserve Police personnel.
25. Commissioner for Traffic and Road Safety - He will function under the general control of the Director General and Inspector General of Police. His specific functions and responsibilities are as follows:
(i) To take cognisance on his own, of any road hazards affecting the safety of pedestrians, drivers and passengers of moving vehicles on the National/State Highways and other roads and suggest remedial measures to the Government.
(ii) To study and analyse roads which are accident prone and other accident trends and suggest remedial measures to the Government;
(iii) To co-ordinate with civic authorities, Government Departments and private and public sector and transport operators, to collect information, and to carry out reasonable safety measures within their capacity and authority;
(iv) To study and make recommendations to the Government regarding measures which will generally improve the safety on the roads;
26. Inspector General of Police, Grievances Cell - The Inspector General of Police, Grievances Cell working under the control of Director General and Inspector General of Police will attend to all matters pertaining to public grievances received in the Chief Office and such other duties assigned to him from time to time. He will also deal with all matters pertaining to Police Housing and Benevolent Fund and Welfare activities.
27. The following are the Officers in charge of the Special and Field Units:
(1) Director General of Police, Corps of Detectives, Training, Special Units and
Economic Offences,
(2) Additional Director General /Inspector General of Police, Intelligence,
(3) Additional Director General of Police, Directorate of Civil Rights Enforcement,
(4) Commissioners of Police. Bangalore City.
1) Director General of Police, COD, Training , Special Units & Economic Offences - He will function under the overall direction and control of the Director General & Inspector General of Police. He will oversee the work of all the specialised investigation units like Corps of Detectives, Training, Food and Forest Cell and the unit dealing with economic offences.
The following Officers will report to the Director General of Police, Corps of Detectives.
(i) Additional Director General/Inspector General of Police, Corps of Detectives,
(ii) Additional Director General/Inspector General of Police,Economic Offences,
(iii) Inspector General of Police, Training
(iv) Inspector General of Police, Forest Cell,
(v) Deputy Inspector General of Police, Food Cell.
Additional Director General/Inspector General of Police, Corps of Detectives - The Additional Director General/Inspector General of Police, Corps of Detectives will work under the immediate administrative control of the Director General of Police, Corps of Detectives, Training, Special Units & Economic Offences. He is assisted by Deputy Inspector General of Police, Criminal Investigation Department and Superintendents of Police working in the Corps Of Detectives.
(a) Corps of Detectives
The Corps of Detectives is divided into the following squads:
· Homicide and Burglary squad,
· Fraud Squad,
· Fire Arms and Counterfeit Currency Squad,
· Special Enquiries Squad,
· Anti Dacoity Squads,
· Anti Dowry Cell.
Each Squad is under the charge of a Superintendent of Police and has the necessary complement of Deputy Superintendents of Police, Police Inspectors, Sub-Inspectors, Head Constables and Constables. The Officers of the Corps of Detectives investigate criminal cases of special or important nature entrusted to them and those taken over by them besides conducting special enquiries.
(ii) Additional Director General/Inspector General of Police, Economic Offences - He reports directly to the Direcotor General Police, Corps Of Detectives and deals with all economic offences and supervises the work of the Corps Of Detectives squads which deal with economic offences.
(iii) Inspector General of Police, Training - The Inspector General of Police, Training assisted by the Deputy Inspector General of Police, Training shall supervise and co-ordinate all training activities in all Police Units and Institutions.
(a) The Karnataka Police Academy at Mysore is under the charge of a Director who is of the rank of a Deputy Inspector General and is assisted by the Deputy Director of the rank of Superintendent of Police and other staff. The Academy imparts training to Deputy Superintendents of Police recruited through Karnataka Public Service Commission and Probationary Sub-Inspectors, and conducts in service training courses aimed at upgrading the personal knowledge of the Police Officers of the rank of Sub-Inspectors, Inspectors and Deputy Superintendents of Police. It also undertakes training of Officers belonging to Transport Department, State Excise and Prisons Department. IPS Probationers are also given a short term training course during their training period.
(b) Police Training School : There are three Police Training Schools functioning, in Karnataka, one at Channapatna and the others at Khanapur and Gulbarga, which impart training to Constable recruits. Each School is under the charge of a Principal of the rank of Superintendent of Police. The Schools are provided with necessary complement of Law and Drill Instructors.
(c) There is an Armed Police Training School at City Armed Reserve, Bangalore to train armed Police Constable recruits of the City Armed Reserve and of the Districts. This training school is under the charge of a Principal of the rank of Superintendent of Police who is assisted by a Chief Drill Instructor and a complement of other Instructors.
(d) Government establishes temporary Police Training Schools at suitable places in the State to impart basic training to Civil/Armed Police Constable recruits whenever the existing training schools are not able to cope with the work load.
(iv) Inspector General of Police, CID Forest Cell - He deals with all matters pertaining to forest produces and wild life. He is assisted by a DIG, SP and other staff.
(v) Dy. Inspector General of Police, CID Food Cell - Offences pertaining to black marketing and maintenance of supplies of essential commodities to the community and matters connected with are looked after by the Food Cell headed by the Deputy Inspector General of Police, Food Cell.
28. Additional Director General of Police, Intelligence - The State Intelligence is under the direction and administration of the Additional Director General of Police, Intelligence, who is assisted by an IGP/DIG of Police and Superintendents of Police and officers of other ranks. The functions of this branch include collection, collation, dissemination and recording of all matters of public importance and those affecting the State. It also deals with security of VIPs and matters concerning the foreigners. There is a training Institute attached to the ADG/IGP Intelligence to train in service personnel on intelligence matters.
29. Additional Director General of Police, D C R E - There was a Civil Rights Enforcement Cell which was created in 1974 and this was re-designated as the Directorate of Civil Rights Enforcement comprising of six regions, each under the charge of a Superintendent of Police. The Directorate is headed by an Officer of the rank of Additional Director General of Police. This Unit has been created for the eradication of social disabilities and prevention of discrimination against Scheduled Castes and Scheduled Tribes in particular. The Directorate has to bring about structural enforcement of the provisions of the Acts dealing with the cases of harassment and atrocities against the persons belonging to Scheduled Castes and Scheduled Tribes. This department deals with the violation of Government orders pertaining to reservation of posts, utilisation of funds earmarked by the Government, wrongful eviction of the Scheduled Castes/Scheduled Tribes by the landlords, offences under bonded labour system ordinance, violations of the provisions of land grant rules, implementation of Karnataka Scheduled Castes and Scheduled Tribes Act (Prohibition of Transfer of Certain Lands Act, 1978), Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act, 1989 and other matters pertaining to violation of any law or rule aimed at the welfare of the Scheduled Castes and Scheduled Tribes.
30. Commissionerates
I. Bangalore City - The Bangalore City Police is under the direct charge of a Commissioner of Police who is of the rank of Additional Director General of Police. He is assisted by one Joint commissioner of the rank of Inspector General of Police, three Additional Commissioners of the rank of Deputy Inspectors General of Police, and several Deputy Commissioners of the rank of Superintendents of Police. There are jurisdictional Deputy Commissioners in charge of specified areas and the functional Deputy Commissioners .

Deputy Commissioners of Police are assisted in their work by Assistant Commissioners of Police and other staff.
II. Mysore City and Hubli-Dharwar City Police
(a) Mysore City and Hubli-Dharwar City Police are headed by Commissioners of Police of the rank of Deputy Inspector General of Police, assisted by two or more Deputy Commissioners of Police, who look after Law and Order, Crime, Traffic, City Armed Reserve and Headquarters duties. The Deputy Commissioners of Police are assisted by Assistant Commissioners of Police and other staff.
(b) Mounted Company - A Mounted Company under the charge of a Commandant of the rank of Superintendent of Police is established at Mysore under the general control of the Commissioner of Police, Mysore. Detachments of the Mounted Company may be deployed on ceremonial occasions and also for crowd control or regulation of traffic at any place by the Director General and Inspector General of Police. The probationary Sub-Inspectors and Deputy Superintendents of Police are imparted training in horse riding by the Mounted Company. The Mounted Company trains civilians also in horse riding through the Civilian Riding Club.
Ranges and Districts
31. The State is divided into six Police Ranges each under an Inspector General of Police. Each Range consists of three or more districts. A Superintendent of Police is in charge of every district and is assisted by an Additional Superintendent of Police and two or more Assistant/Deputy Superintendents of Police functioning as Sub-Divisional Police Officers each in-charge of a Police Sub-Division. Every Superintendent of Police is assisted by an Assistant Administrative Officer in his Headquarters for discharging the duties connected with office administration. He is also assisted by an Assistant Director of Prosecution in the matters pertaining to the prosecution of cases.
Circles and Police Stations:
32. A Sub-Division is further divided into Circles, each of which is under an Inspector of Police. A Circle is sub-divided into Police Stations each of which is under a Sub-Inspector of Police with a complement of Assistant Sub-Inspectors of Police, Head Constables and Police Constables. Police Stations may have one or more Outposts attached to them, each of which is placed under one Asst. Sub-Inspector/Head Constable assisted by four or more Constables. Certain important Police Stations are headed by Inspectors who work as Station House Officers. They are supervised directly by the Sub-Divisonal Police Officers.
District Armed Reserve:
33. Every District has an armed reserve called the District Armed Reserve headed by a Deputy Superintendent of Police/Reserve Police Inspector. The District Armed Reserve consists of Reserve Sub-Inspectors, Assistant Reserve Sub-Inspectors, Armed Head Constables, and Armed Police Constables to provide for standing guards, escorts and striking force in emergent law and order situations. The Government may put the DAR under the charge of an officer of the rank of Additional SP also by taking into the consideration the strength and the need of the District.
District Special Branch:
34. In every district there is a Special Branch with a complement of executive officers under the control of the Superintendent of Police for the purpose of collecting intelligence and attending to matters concerning foreigners.
District Crime Record Bureau:
35. Every district has been provided with a bureau with necessary staff headed by a DSP directly functioning under the control of Superintendent of Police for the purpose of collection, collation and dissemination of information about crime and criminals. At the District level the staff allotted to the police computer wing, DCRB, crime section of DPO, single digit finger print unit, District scientific aid unit and dog squad have been grouped together to form part of this District Crime Record Bureau.
District Crime Intelligence Bureau:
36. The District Crime Intelligence Bureau is a unit working under the direct supervision of the Commissioners of Police and Superintendents of Police, which would collect intelligence and take action regarding gambling, prostitution, drugs and other social evils. The Unit Officers can entrust them with any other work regarding offences of special importance and may even entrust them with investigation of murder, dacoity and other sensational cases which are undetected. This unit is headed by an Officer of the rank of Deputy Superintendent of Police. He is assisted by a complement of Police Inspectors, Police Sub Inspectors and other ranks.
Dog Squad:
37. Each District Headquarters including KGF and the Commissionerate of Bangalore City, Mysore and Hubli-Dharwar is provided with a Dog Squad to assist the local Police in investigation.
District Scientific Aid Unit:
38. At every district headquarters there is a District Scientific Aid Unit with executive staff to assist the local Police in investigation of cases. A photographer is also attached to the Unit. A vehicle is provided to the unit to visit scenes of offences whenever requested for by the Investigating Officers.
Police Band :
39. Police Bands are provided in Armed Reserves including city Armed Reserves and Karnataka State Reserve Police.
Two State level Police Bands, one for Carnatic music called the Karnataka Government Orchestra and the other for Western Music known as Karnataka Government Band are located at Mysore.
Women Police :
40. Women Police of the rank of Sub-Inspector, Head Constable and Police Constable are posted in important Police Stations to apprehend and search female offenders, to help in the administration of the Karnataka Childrens Act and the Prevention of Immoral Traffic Act, to keep vigilance at places of worship or entertainment and to carry out such other duties as are assigned by the Station House Officer in respect of female prisoners. Women Police Inspectors are also posted to function in the Anti-Dowry Cell in C.O.D.
41. In some Districts and Commissionerates All-women Police Stations are established for speedily attending to the complaints of women and for investigating promptly the complaints from women regarding harassment and such other problems.
Village Defence Parties :
42. Village Defence Parties are constituted in the villages in accordance with the provisions of the Karnataka Village Defence Parties Act, 1964 (Karnataka Act. No.34 of 1964). These Village Defence Parties are voluntary bodies whose members are appointed by the Superintendent of Police of the concerned districts. The members of the Village Defence Parties shall discharge such functions and duties in relation of the defence of villages, the protection of person, the security of property and the preservation of public order in such villages as may be assigned to them in accordance with the provisions of this Act and the rules made thereunder. The head of every Village Defence Party is called Dalapathi and he is appointed by the Superintendent of Police of the district. In deserving cases Superintendents of Police may sanction rewards and issue certificate of merit to deserving members and Dalapathis of the village Defence Parties.
