Constitution :
43. The Superior Police of the Karnataka State Police consists of :
i) Members of the Indian Police Service
ii) Members of the Karnataka State Police Service.
Members of both the services are Gazetted Officers.
THE INDIAN POLICE SERIVICE
GENERAL :
44. The Indian Police Service is deemed to have been created by Parliament under Article 312 of the Constitution. The recruitment and conditions of service of the Indian Police Service Officers are governed by the provisions of the Indian Police Service (Recruitment) Rules, 1954, which are framed in exercise of powers conferred by sub-section(4) of section 3 of the All India Services act, 1951 (Central Act LXI of 1951). These rules and regulations are contained in the All India Services Manual, issued by the Government of India, Ministry of Home Affairs.
CADRE :
45. (i) There shall be a separate Cadre of the Indian Police Service for the State, its strength and composition being determined by the Central Government in consultation with the State Government in accordance with the provisions of the Indian Police Service (Cadre) Rules 1954.
(ii) The Central Government will, at intervals of every three years, re-examine the strength and composition of the Cadre in consultation with the State Government and may make such alterations therein as it deems fit. The details of cadre strength of Indian Police Service or Karnataka State are contained in the schedule to the Indian Police Service (Fixation of Care strength) Regulations 1955.
RECRUITMENT
46. (i) Appointment to the Indian Police Service shall be either by direct recruitment or by promotion from the Karnataka State Police Service. The rules and regulations prescribing the method of recruitment to the Indian Police Service are contained in (1) The Indian Police Service (Recruitment) Rules 1954, (2) The Indian Police Service (Appointment by Competitive Examinations) Regulations, 1955 (3) The Indian Police Service (Appointment by Promotion) Regulations, 1955 and (4) The Indian Police Service (Special Recruitment) Regulations, 1957.
(ii) Direct Recruitment to the Indian Police Service is made by the Central Government on the results of a combined competitive examination conducted by the Union Public Service Commission. The direct recruits will be designated as “Assistant Superintendents of Police”.
(iii) The number of officers that could be appointed by promotion to the I.P.S. from the Karnataka State Police Service shall not exceed 33 1/3% at any time of the number of senior duty posts borne on the Indian Police Service Cadre of the State.
(iv) Promotion from the Karnataka State Police Service to the Indian Police Service will normally be to the rank of Superintendent of Police, except in cases where the recruitment is made under the Indian Police Service (Special Recruitment) Regulations, 1957.
47. (a) Appointment to the rank of Director General & Inspector General of Police is made by selection from among the officers who hold the rank of Director General of Police.
(b) Promotion to the rank of Director General of Police is made from the rank of Additional Directors General of Police.
(c) Promotion to the rank of Additional Directors General of Police is made from the rank of Inspectors General of Police.
(d) Promotion to the rank of Inspectors General of Police is made from the rank of Deputy Inspectors General of Police.
(e) Promotion to the rank of Deputy Inspectors General of Police is made from the rank of Superintendents of Police.
(f) Appointments to the Selection Grade in the Indian Police Service are made by selection from the rank of Superintendent in the senior scale of pay.
48. Assistant Superintendents will be eligible for promotion to the senior scale of the Indian Police Service after completion of the period of service in the junior scale as prescribed by the Government from time to time and he shall be promoted in the earliest possible vacancy of Superintendent occurring after completion of that period of service, subject to his fitness to hold the higher post.
Pay
49. (i) The scales of pay admissible to members of the Indian Police Service and the fixation of pay in those scales of pay shall be as laid down in the Indian Police Service (Pay) Seventh Amendment Rules, 1997. The I.P.S. scales of pay are as under :
(a) Junior Scale - Rs.8000-275-13500
(b) Senior Scale
(i) Time Scale - - Rs.10,000-325-15,200
(ii) Jr.Administrative Grade - Rs.12,000-375-16,500
(c) Selection Grade - Rs.14,300-400-18,300
(d) Super time Scales :
(i) Dy. Inspector General - Rs.16,400-450-20,000
(ii) Inspector General - Rs.18,400-500-22,400
(e) Above super time scales
(i) Addl.DGP - Rs.22,400-525-24,500
(ii) Director General of Police - Rs.24,050-650-26,000
(ii) Members of the Service who are directly recruited to the service, enter in the ‘Junior Scale’ and hold the posts of Sub-Divisional Police officers or equivalent posts. Those of the “Senior Scale” are appointed as “Superintendents of Police” and hold charge of districts or other equivalent posts.
50. (a) A member of the service will be eligible for appointment to the Junior Administrative Grade after completion of the 9th year of service calculated from the year of allotment assigned to him. He will be entitled to draw pay in the Junior Administrative Grade only on appointment to that grade. This grade is non-functional and shall be admissible without any screening, to all the officers in the Senior time -scale who have completed 9 years of service.
(b) A member of the service will be eligible for appointment to the Selection grade after completion of 13 years of service calculated from the year of allotment assigned to him. He will be entitled to draw pay in the selection grade only on appointment to that grade.
51. Appointment to the Selection Grade and to posts carrying pay above the selection grade of pay in the Indian Police Service will be made by selection on merit with due regard to seniority.
PROBATION AND TRAINING
52. (i) An IPS Officer will be on probation for a period of two years from the date of appointment and the probationary service is governed by the provisions of the Indian Police Service (Probation) Rules, 1954.
(ii) TRAINING IN SARDAR VALLAB BHAI PATEL NATIONAL POLICE ACADEMY, HYDERABAD -
Every Probationary Assistant Superintendent shall undergo such training and for such period as the Central Government may direct in Sardar Vallab Bhai Patel National Police Academy at Hyderabad and such other places as the Central Government may direct. At the end of the period of training in the Academy, he shall be required to appear in a final examination to be conducted at the Academy in the manner laid down in the Indian Police Service (Probationers’ Final Examination) Regulations, 1969.
(iii) TRAINING IN THE STATE -
(a) The Probationary Assistant Superintendent, on his reporting for duty in the State after completion of the I phase of training in Sardar Vallab Bhai Patel National Police Academy at Hyderabad will undergo practical training for a period of 34 weeks in the State after which he will report back at National Police Academy, Hyderabad for the II phase of training. It will be open to the State Government to extend the period of training beyond 34 weeks if it is considered that he has not made satisfactory progress in his practical training.
(b) During the first six weeks, he will be attached to the Karnataka Police Academy, Mysore, which will also include attachment to Rural P.S. and for the remaining 28 weeks he will be placed directly under the Superintendent of Police of a District for practical training.
(c) The details of the training during the period of 34 weeks are given in Appx-I.
(d) The practical training of the Assistant Superintendent in a district should be closely watched and supervised by the Superintendent concerned, the Deputy Inspector General/Inspector General of Range and the Director General bestowing keen interest in the matter. The Director General shall send a quarterly report on the progress of training to the Government.
(e) After completion of training, the Director General will send to the Government a final assessment report in respect of each Assistant Superintendent of Police in Form No.1.
(f) After Satisfactory completion of training the Assistant Superintendent of Police will be posted to be in charge of a Sub-Division.
53. On satisfactory completion of the probationary period, the I.P.S. Probationer is eligible for confirmation in the service.
DEPARTMENTAL EXAMINATIONS AND REGULATION OF INCREMENTS
54. (i) A member of the I.P.S. under training in the State should qualify himself in the following departmental examinations conducted by the Karnataka Public Service Commission within a period of two years from the date of appointment.
a) Accounts Higher
b) Kannada
c) General Law part I & II
(ii) A member of the I.P.S. who has passed the S.S.L.C. or any examination declared equivalent thereto by the State Government in Kannada Medium or with Kannada as the main language, second language or an optional subject be deemed to have passed the Kannada Language Departmental Examination under the Karnataka Civil Services (Service and Kannada Language Examination) Rules 1974 read with GO No.DPAR 461 SAS 94, Bangalore Dated: 19-11-94 (Appendix-II) and is entitled to claim exemption in the said Examination. The IPS Probationers allotted to the Karnataka cadre may engage a Kannada tutor for coaching to appear for the prescribed Departmental Kannada Examination immediately after they report for the District training in the State. Sanction also is accorded for reimbursement of Rs.500/= per month in each case which is admissible up to a maximum period of 18 months or till the Probationer passes the prescribed Kannada Language examination, whichever is earlier. This facility is available only to those Probationers who have not studied Kannada Language up to the level of SSLC or its equivalent examinations. (Appdendix - XIII)
(iii) The increments which fall due after joining the State Government but before the expiry of the above time limit of two years shall be granted as a matter of course. In case a member of the service does not successfully complete these examinations within the said period, the increments due to the member of the service thereafter will be withheld. Subject to the provisions of Rule 7 of the Indian Police Service (Pay) Rules, 1954, the increments so withheld will be released to the member of the service from the date of his successful completion of the examinations prescribed, and future increments will accrue to him as if no increments were withheld; but arrears for the period during which the increments were withheld will not be paid.
(iv) Under Rule 7 of the Indian Police Service (Pay) Rules 1954, the first two increments may be granted to a member of the service on completion of the Accounts Higher, General Law Part I & II and Kannada Examinations.
(v) The increments shall be granted from the date following the last day of the examinations irrespective of the length of service of the member.
THE KARNATAKA STATE POLICE SERVICE CADRE:
55. (i) The Karnataka State Police Service consists of all the posts of the superior service which are not included in the IPS cadre of the State. The cadre strength of the Indian Police Service is shown in Appendix- III.
(ii) The cadre strength of the Karnataka State Police Service is as shown in Appendix-IV and is subject to amendments issued by the State Government from time to time.
RECRUITMENT:
56. Appointment to the State Police Service will be made by the State Government either by direct recruitment through the Karnataka Public Service Commission or by promotion in accordance with the provisions of the Karnataka State Police Services including Ministerial Services (Recruitment) Rules, 1994 and Karnataka Recruitment of Gazetted Probationers (Appointment by Competitive Examinations), Rules 1997, framed in exercise of the powers conferred by sub section(1) of section 3, read with section 8 of the Karnataka State Civil Services Act, 1978 (Karnataka Act 14 of 1990)
SUPERINTENDENTS AND EQUIVALENT POSTS:
57. Appointment to the posts of Superintendents of Police, Additional Superintendents of Police and equivalent posts except those hereinafter mentioned at orders 46 will be made by promotion from the Cadre of Deputy Superintendents /Assistant Commandants, as the case may be, on the basis of seniority-cum-merit, that is seniority subject to the fitness of the candidate to discharge the duties of the post from among the persons eligible for promotion, in accordance with the Karnataka State Police Services including Ministerial Services (Recruitment) Rules, 1994.

58. Appointment to the post of Superintendent of Police, Wireless, will be by promotion from the cadre of Deputy Superintendent of Police, Wireless/Deputy Superintendent of Police (Crypto) on the basis of combined seniority, seniority being determined on the basis of length of service in accordance with the provisions of Karnataka State Police Services including Ministerial Services (Recruitment) Rules, 1994.
59. Recruitment to the posts of Commandant, Mounted Company will be made by deputation from Armed Forces or Para Military Forces of equivalent rank of a person possessing prescribed qualification or by appointment on contract basis of person possessing prescribed qualification in accordance with the provisions of the Karnataka State Police Services including Ministerial Services (Recruitment) Rules, 1994.
60. Appointment to the posts of Addl. Superintendent of Police will be by promotion from the cadre of Deputy Superintendents of Police (Civil) on the basis of seniority-cum-merit.
61. Superintendent, Police Motor Transport : Recruitment to the post of Superintendent, Police Motor Transport will be by promotion from the cadre of Deputy Supdt. of Police (Armed Reserve) or by deputation from equivalent cadre or by appointment on contract basis.
62. (i) Deputy Superintendent of Police (Civil) : Out of the total number of posts of Deputy Superintendents and Assistant Superintendents, a specified number as may be prescribed by the Government of India once in three years, will be earmarked for Assistant Superintendents in the I.P.S. Cadre. The remaining posts shall be filled up as follows in accordance with the provisions of the Karnataka Police Services including Ministerial Services (Recruitment) Rules, 1994:-
(a) by direct recruitment - 33 1/3%
(b) by promotion/by selection - 66 2/3%
from the cadre of Police
Inspectors (Civil)
(ii) DEPUTY SUPERINTENDENT OF POLICE (ARMED POLICE) Appointment to the post of Deputy Superintendent of Police will be made by promotion from the cadre of Reserve Inspectors on the basis of seniority-cum-merit.
(iii) ASSISTANT COMMANDANTS, KSRP - 50% of the posts will be filled by promotion on the basis of seniority-cum-merit from the cadre of Subedars Major and Subedars and the remaining 50% by direct recruitment in accordance with the Karnataka State Reserve Police (Recruitment and Conditions of Service) Rules, 1974 .
(iv) SUPERINTENDENT OF POLICE, FINGER PRINT BUREAU : By promotion from the cadre of Deputy Superintendents of Police, Finger Print Bureau, on the basis of seniority-cum-merit.
(v) DEPUTY SUPDT. OF POLICE, F. P. B. : Appointment to this post will be made by promotion from the cadre of Inspectors, FPB, on the basis of seniority-cum-merit.

63. The scales of pay admissible to members of the Karnataka State Police Services as laid down in the Karnataka Civil Services (Revised Pay) Rules 1994.
PROBATION AND TRAINING
64. (i) SUPERINTENDENTS OF POLICE - Officers recruited directly to the posts of Commandant, Mounted Company shall be on probation for a period of two years, as specified in the Karnataka State Police Services including Ministerial Services (Recruitment) Rules, 1994.
(ii) DEPUTY SUPERINTENDENTS OF POLICE (CIVIL) - Deputy Superintendents recruited directly shall be on probation for a period of two years specified in the Karnataka State Police Services (Recruitment) Rules, 1967, and shall undergo training during that period and will be governed by the Karnataka Recruitment of Gazetted Probationers (Class I & Class II posts - Appointment by Competitive Examinations) Rules 1966.
(iii) Training in the Karnataka Police Academy, Mysore:
(a) During the first year, the probationers will be trained in the Karnataka Police Academy, Mysore and given instructions in the Indoor and Outdoor subjects as in Appendix -V.
(b) For imparting training in survey and plan drawing, first-aid ambulance, and Hindi part-time lecturers may be engaged from the concerned departments with the sanction of the Government, if no member of the Academy staff can handle these subjects.
(c) During the period of training, separate classes should be arranged for probationary Deputy Superintendents for imparting instructions in Law and other subjects. They should however be given training in drill and parades along with the Sub-Inspector cadets. Separate arrangements should be made for their boarding and lodging.
iv. Examination in the Karnataka Police Academy - After completion of training, a final examination will be held in both indoor and outdoor subjects in the Karnataka Police Academy, M
v.Training in Districts
(a) The Probationary Deputy Superintendents, on completion of the training
in the Karnataka Police Academy, Mysore, will undergo practical training for a period of 34 weeks in districts and Bangalore City. It will be open to the State Government to extend the period of training of any trainee beyond 34 weeks if it is considered that he has not made satisfactory progress in his practical training.
(b) The probationary Deputy superintendent should send a weekly report of
the work done during his training in the district to the Inspector General of the Range through the Superintendent of Police.
(c) The Superintendent of Police, in whose district the probationary Deputy
Superintendents are under training, will send quarterly reports on the progress of their training to the Director General of Police with his remarks. On completion of training, a final assessment report in Form No.1 will be sent to the Government by the Director General.
(d) On completion of their training in the Districts they will under go training for ten weeks in the CID and other specialised units.
(e) After completion of the training, the Deputy Superintendent will be posted to be in charge of a Sub-Division by the Director General.
(vi) Assistant Commandants, K.S.R.P
a) Assistant commandants recruited otherwise than by promotion from the cadre of Subedars-Major and Subedar of the K.S.R.P. shall be on probation for a period of two years. During the first year of probation, they shall undergo training in the Karnataka Police Academy, Mysore, as per the details prescribed for the directly recruited probationary Deputy Superintendents and during the second year, they shall undergo practical training in the K.S.R.P. as per details given in Appendix - VI. It will be open to the State Government to extend the period of training, if it is considered that a Probationary Assistant Commandant has not made satisfactory progress in his practical training.
b) The Probationary Assistant commandants should send weekly report of
the work done during their training in the K.S.R.P. which will be submitted by the commandant, K.S.R.P. to the Addl. Director General of Police/Inspector General of Police, K.S.R.P.
c) The Director, Karnataka Police Academy, Mysore and the commandant,
K.S.R.P. will send quarterly reports on the progress of training and the work done to the Director General, who will forward the same to the Government with his remarks. On completion of training, a final assessment report in Form No.1 should be sent to the Government.
d) After completion of training, the Director General will appoint him to be
in independent charge of a post.
(vii) DEPUTY SUPERINTENDENT OF POLICE, WIRELESS -
Members recruited to this post directly will be on probation for a period of two years as specified in the Karnataka State Police Services including Ministerial Services (Recruitment) Rules 1994.
(viii) The Sub-orders (iii) and (iv) of this Order will apply mutatis mutandis to the directly recruited Deputy Superintendents of Police, Wireless.
EXAMINATIONS
65. (i) The members appointed to the State Police Service are required to pass the examinations in (1) Kannada and (2) Accounts Higher, conducted by the Karnataka Public Service Commission. The Commandant, Mounted Company should pass an examination in General Law also. The syllabus for the examinations is laid down in schedule-I to the Karnataka Civil Services (Service and Kannada Language Examinations) Rules 1974.
(ii) A member of the K.S.R.P. who has passed the S.S.L.C. examination or any equivalent examination or any examination higher than the S.S.L.C. examination in which the question papers on different subjects are answered in Kannada Language or in which Kannada is the main language, second language or optional subject or any examination which is declared as equivalent to the Kannada Language examination is deemed to have passed the Kannada Language examination under the Karnataka Civil Services (Service and Kannada Language Examination), Rules 1974.
CONFIRMATION :
66. (i) The confirmation or otherwise, after completion of training where such training is prescribed, of all members who are directly recruited to the service will be governed by the provisions contained in the Karnataka Government Servants’ (Probation) Rules, 1957.
(ii) All appointments by promotion shall be on probation for a period of two years on duty. Any member so promoted may, after the expiry of the said two years be appointed permanently to such post if his work during the period in such post is found satisfactory.
SENIORITY :
67. (i) Every member of the I.P.S. is assigned a year of allotment by the Central Government in accordance with the provisions of the I.P.S. (Regulation of Seniority) Rules, 1988, and his seniority will be fixed by the Central Government on the basis of the year of allotment. In the case of special recruits, the seniority will be determined according to the IPS (Seniority of Special Recruits) Regulations, 1960.
(ii) The seniority of the members of Karnataka State Police service will be fixed by the State Government in accordance with the provisions of the Karnataka Government Servants’ (Seniority) Rules, 1957.
GRANTS FOR UNIFORM
68. (i) The uniform to be worn by the members of the I.P.S. and the uniform grant admissible to them will be in accordance with the provisions of the I.P.S. (Uniform) Amendment Rules, 1954 as amended in the IPS (Uniform) amendment Rules, 1987.
(ii) The uniform to be worn by the members of the State Service and the uniform grant admissible to them will be in accordance with provisions of the Karnataka State Police Force (Uniform Amendment) Rules, 1974.
RESIGNATION OF APPOINTMENT
69. (i) No Officer of the I.P.S. or the Karnataka State Police service shall resign his appointment without the previous sanction of the Central Government or the State Government, as the case may be.
PUNISHMENTS :
70. (i) The members of the Indian Police Service are governed by the provisions of the All India Services (Discipline and Appeal) Rules, 1969 for purposes of any disciplinary proceedings against them.
(ii) The members of the State Police Service will be governed by the provisions of the Karnataka State Police (Disciplinary Proceedings) Rules, 1965.
TRANSFERS :
71. (i) The postings and transfers of officers of and above the rank of Superintendent of Police will be ordered by the Government on the recommendation of the Director General of Police.
(ii) The transfer of Assistant Superintendents/Deputy Superintendents and members of equivalent rank will be ordered by the Director General and a copy of the order will be sent to the Government for information.
(iii) No member of the service shall, as a general rule, be retained in the same post for more than three years.
(iv) No member of the service shall ordinarily be transferred before the expiry of three years in a post. If, however, in public interest, it is found necessary to depart from this order in any case, special reasons for the transfer should be furnished and orders of the Government obtained.
(v) Transfers should generally be made between the months of April and June.
(vi) If transfers are made at the request of the officers concerned, the general rule is that they should forego transfer T.A. which they would otherwise draw if they were transferred in the public interest in accordance with Rule 532(I) K.C.S.Rs.
TEMPORARY POSTING OF THE MEMBERS OF THE I.P.S. AND THE STATE SERVICE OUT OF THEIR CADRE
72. Subject to rules and regulations of the Indian Police Service and the general orders of the Central Government, the State Government may post a member of the I.P.S. to a post other than the one included in the State Cadre of I.P.S. and similarly post a member of the State Police Service to a post included in the I.P.S. Cadre.
CERTIFICATE OF TRANSFER OF CHARGE :
73. (i) The Commissioners of Police, Inspectors General of Police, Deputy Inspectors General of Police and Superintendents of Police whenever they take charge of Cities/Ranges/Districts respectively on transfer or promotion, should immediately send intimation by wireless or teleprinter to the Director General of Police mentioning the date and hour of taking charge.
(ii) Officers of and above the rank of Superintendents of Police posted to Bangalore need intimate the ADG (Administration), over telephone, followed by a report of transfer of charge.
(iii) The wireless message is in addition to the report of transfer of charge which should be sent in the prescribed form by post.
(iv) The report of transfer of charge in Form 24 (K.F.C. Vol.I), with such other certificates as are required under the K.F.C. should be sent the same day the charge is handed over or taken, to the Secretary to Government, Home Department, the Director General, the District Magistrate of the district concerned, the Accountant General and to other superior officers. In the case of members of and above the rank of Superintendents a copy of the report of transfer of charge should also be sent to the Chief Secretary to Government.
(v) After issue of orders regarding the transfer of a member, he should proceed to join duty at the new place forthwith or in accordance with the instructions contained in the order, within the prescribed period of joining time, unless he has applied for and received orders sanctioning leave. Relief from his old post and joining at a new station should not be postponed because leave has been applied for. Whenever an officer under orders of transfer applies for leave, the authority competent to sanction leave may on his own authority consider such application after the member joins his new post and grant leave to him.
(vi) Joining time admissible according to the provisions of the Karnataka Civil Services Rules may be availed of. But it must be understood that joining time cannot be claimed as a matter of right, and a member may be required to join at the new place of posting forthwith or curtail his joining time. Whenever an Officer does not avail the prescribed joining time, the unavailed portion of the joining time shall be credited to his E.L. account.
HANDING OVER NOTES :
74. (i) Officers in independent charge of offices, should, on transfer or while proceeding on long leave, leave behind handing over notes drawing the attention of their successors to the important items of work to which their successors have to give attention on priority basis.
(ii) The following headings, which are not exhaustive, are set out merely for guidance. They may be adopted with changes suitable to particular circumstances.
(a) Law and Order situation with reference to factions, labour, communal or other situations;
(b) Crime position with special emphasis on cases of special interest requiring the attention of the officer;
(c) Pendency of cases in courts and important cases under investigation;
(d) A note on the strength of the force at all levels ;
(e) District personages in so far as they concern Police administration ;
(f) The District .Police Office Stores, Motor Transport and Armed Reserve ;
(g) Important points for attention from the last Inspection Notes by the
immediate superior;
(h) Relationship of the Police with Magistrates ;
(i) District Special Branch work ;
(j) Recent and impending transfers of Inspectors, Sub-Inspectors, Assistant
Sub-Inspectors and Head Constables.
(k) References to circulars touching on important matters of the administration
of the district and executive working ;
(l) References to work and character of subordinates.
(iii) Handing over notes for a Superintendent should rarely exceed four pages of typescript and for sub-Divisional police Officers, they should normally be shorter. Handing over notes prepared hurriedly are likely to be superficial and incomplete. Therefore, the notes should be prepared well in advance with a view to furnishing the successor, sufficient information about the state of administration and executive work in the charge.
(iv) The handing over notes should be typed with a half page margin and kept as a semi-permanent record in loose leaf form. the half margin can be used for marginal notes by the succeeding officer or officers.
PAY AND ALLOWANCE :
75. (i) While on deputation or training, the Accountant General concerned will authorise the drawal of the pay and allowances of a member by issuing a pay-slip on receipt by him, of a charge report and other particulars required by him for fixing his pay, from the competent authority.
(ii) When a member is promoted from one scale of pay to another, or where there is change in the emoluments of the member due to grant of increment or other causes, when a member goes on leave or returns from leave and when he is transferred from one post to another, he can draw his pay and allowances only on receipt of a pay-slip from the Accountant General.
(iii) A member drawing pay and allowances for the first time from any treasury should present with his pay bill a Last Pay Certificate issued from the treasury at which he drew his pay last.
LEAVE :
76 (a) (i) Members of the I.P.S. are governed by the (1) All India Services (leave) Rules, 1955; (2) All India Services (Special Disability Leave) Regulations, 1957, and (3) All India Services (Overseas Pay, Passage and Leave Salary) Rules 1957.
(ii) The members of the Karnataka State Police Service are governed by the provisions of the Karnataka Civil Services Rules, 1958.
b. CASUAL LEAVE :
(i) Since casual leave is treated as duty for all purposes, the I.P.S. Officers serving in the State are governed by the casual leave rules of the state Government.
(ii) In the case of superior officers, casual leave may be granted -

(iii) A copy of the leave order issued by the officers at (a) to (c) above should be sent to the Director General of Police.
REGISTER OF CASUAL LEAVE :
77. The Register of Casual Leave prescribed by the Government should be maintained in respect of superior officers by the officers competent to sanction the leave.
LEAVE OTHER THAN CASUAL LEAVE :
78. (i) Superior officers should submit their applications for leave to the Director General or the officer competent to sanction leave through the official channels.
(ii) The leave account (other than Casual Leave) is maintained by the Accountant General, Bangalore.
(iii) The application for leave should be in the prescribed form and sent in triplicate to the officer competent to sanction leave. The leave sanctioning authority should then transmit two copies of the leave application to the Accountant General. The Accountant General will retain one copy in his office and forward the other copy to the leave sanctioning authority with the necessary certificate regarding the title to the leave applied for.
(iv) In column 2 of the application form, the particular leave rules applicable to the member should be noted clearly.
(v) Leave applications should be sent well in advance to avoid inconvenience and dislocation of work.
(vi) Leave preparatory to retirement should be applied for in accordance with the orders issued by the Government on the subject.
(vii) The Director General is authorised to sanction leave (other than special disability leave and refused leave) as under :
4 Months - in respect of officers drawing a scale of pay
Rs.2375/= and above.
6 Months - in respect of officers drawing scale of pay
between Rs.1900-3700 but below 2375-4450.
The powers to sanction leave as above includes the powers to sanction leave preparatory to retirement but does not include the power to refuse E.L. applied for as leave preparatory to retirement. The above power does not apply to cases of refusal and grant of leave to officers attaining the age of superannuation.
(vii) The Director general has full powers to sanction encashment of E.L. in a block period of two years and to sanction encashment of Earned Leave at the time of retirement or at the time of death while in service.
(viii) The Director General is also authorised to make in-charge arrangements in the consequential vacancy as under :
Officers drawing a pay of
Rs.2375-4450 and above - 4 months
Rs.1900-3700 and above, but - 6 months
below Rs.2375-4450.
Rs.840-1340 and above, but - full powers
below Rs.1900-3700.
and to sanction charge allowance admissible under the rules in such cases, the minimum period for which charge allowance can be sanctioned being one month.
(ix) Before sanctioning the leave, a report from the Audit Officer to the effect that the leave is admissible shall be obtained. Copies of orders sanctioning leave shall be sent to the Accountant General, the Chief Secretary to Government (only in the case of members of the I.P.S. and those above the rank of Deputy Superintendent of Police in the case of State Service) the Secretary to Government, Home Department, and to the officer to whom leave is sanctioned. In the case of district, a copy shall also be sent to the district Magistrate of the District concerned.
(x) (i) Members should not proceed on leave in anticipation of sanction, nor should they presume that any request for leave or for extension of leave will be automatically granted. Where a member has not received intimation that his request for leave has been granted, he should not proceed on leave, and where a member who is on leave has applied for extension and the orders sanctioning extension have not been received by him, he should return and join the post to which he was appointed unless otherwise ordered.
(ii) In emergent circumstances, a member may be allowed to proceed on leave by the authority competent to sanction his leave, but sanction there to can be accorded only after the Accountant General’s certificate of title to the leave applied for is received.
DEPARTURE ON LEAVE
79. Superior Police Officers, before proceeding on leave, should communicate their leave address to the Director General of Police or the leave sanctioning authority as the case may be.
