POLICE COMMISSIONERATES

2039. There are three Police Commissionerates  established  in Karnataka State as follows :

 

                      1. Bangalore city Police Commissionerate

                    2.  Mysore City Police Commissionerate,    and

                    3.  Hubli-Dharwar City Police Commissionerate.

 

 

1.  BANGALORE CITY POLICE COMMISSIONERATE

 

2040.    (i) The jurisdiction of Bangalore city Police commissionerate covers an area of about 1200 sq. kms and a population of about Eight Lakhs.

 

            (ii) Bangalore city being the State Capital is the centre of  Political, social, commercial, cultural and other  activities.  The advent of multi-national  companies has accelerated the growth of the City.  The City has gained so much of importance that it attracts a continuous stream of VVIPS.  The fast growth of the City has been providing enormous job opportunities and as a result of this there a  heavy influx of population into this city.  As a result of this growth, problems also have  increased, the complexities of which demand attention at higher levels.  In view of this increase in problems and also  of the importance of Bangalore City, the Police Commissionerate is being headed by a senior Police officer of the rank of Additional Director General as  Police Commissioner.

 

            (iii) The Police commissioner is assisted by three Addl. Commissioners of Police who are of the rank of Deputy Inspector General and fifteen Deputy Commissioners of Police of the rank of  the Superintendent of Police.

 

            (iv) The territorial jurisdiction of Bangalore city is divided into five divisions, each headed by a Deputy Commissioner of Police. These officers function like the Superintendent of Police of the Districts in their respective jurisdiction. The territorial divisions are  - (a) East  (b)West  (c) North  (d) South and  (e) Central  Divisions.

 

            (v) Each division  is further divided into three sub-divisions and each sub-division has jurisdiction over 3 to 7 Police stations depending upon its area, population and problems.

 

2041.    The following are the territorial and functional Deputy Commissioners of Police incharge of the divisions as well as of various other areas of functioning and also of the City Armed Reserve.

2042. For the effective maintenance of law and order  and control of crimes and criminals, the territorial jurisdiction of the Deputy Commissioners of Police is further divided into 15 sub-divisions, 86 Police stations and 5 Out-posts apart from a separate detachment for traffic regulations consisting of  5 ACPs divisions, 16 traffic zones and proportional number of traffic sub-zones under one Deputy Commissioner of Police in charge traffic.

 

      Apart from the above 20 ACPs there are  12 more ACPs in the city performing various  other functions, as follows:

ARMED RESERVE

2043.    For the purpose of easy mobility, convenience and better control the City Armed Reserve in Bangalore city is divided into three units, each under the charge of one DCP and these Units are placed at the following  locations:

           

            1. HQ unit at Sirsi circle Mysore Road

            2. CAR South unit at Adugodi

            3. CAR North unit at Thanisandra.

 

            Each unit is headed by a Deputy Commissioner of Police, who is assisted by the required number of ACPs, RPIs and other subordinate staff.

 

            The functioning of Armed Reserve has been dealt in detail in Chapter No. XLII

 

DUTIES OF OFFICERS

2044. (1) Commissioner of Police -                   

(a) The Commissioner of Police  has been declared as a major head of the department under rule 8(21) of the KCSR’s Rules.  He will function  subject to the over all control and supervision of the Director General and Inspector General of Police.

 

            (b)  He shall exercise such powers, perform such functions and duties and shall have such responsibilities and authority as are provided by or under the Karnataka Police Act 1963 and also  as may other wise be directed by the Government by General or Special Order and by the Director General and Inspector General of Police from time to time.  The Commissioner of Police will supervise the functioning of the police force attached to Bangalore city commissionerate.        

 

            (c)  He is responsible for the maintenance of  Law and Order, prevention of crime, detection and investigation of cases reported and the effective prosecution of the cases and also for providing security to the VVIPs in the city.  .  

 

            (d)  He shall supervise  the working of the units under him in conformity with the prescribed procedure and conduct inspections of these units as per Order No. 604 of this manual..           

 

            (e)  He will  submit his monthly diary to the Director General and Inspector General of Police.             

 

            (f) He shall offer remarks on the monthly diaries of  the Additional  Commissioners of Police working under him and forward it to the Director General & Inspector General of Police.             

           

            (g)  He may issue such circulars, orders as are necessary for the effective administration of  the city police force under his charge in conformity, without controvening any  orders issued by the higher authorities.       

                       

            (h)  He shall exercise all the powers of licensing authority in accordance with the provisions of the Arms Act and the Arms Rules.              

(i) He will be responsible for the modernisation of the city force and the city control room and the traffic control room, methods of computerisation of crime and other data pertaining to the city and assist in mmigration control.

            (j)  He shall exercise the powers conferred   on him by the Government under the Foreigners Act, Foreigners Rules, etc.,  He has been appointed as the registration officer for the foreigners under the Foreigners Rules 1939. He shall arrange to ensure that the movements and activities of the foreigners in his jurisdiction are in accordance with the prescribed laws and circular instructions.      

            (k) The Government have  appointed him as Civil authority for the city of Bangalore under Sub-Paragraph (2) of the Foreigners Order 1948.     

 

 

 

(2)  ADDITIONAL COMMISSIONERS OF  POLICE

 

(i)   Administration & Traffic

2045. (a) The Additional Commissioner of Police, Administration & Traffic will assist the Commissioner of Police in the day to day work of administration  and in the  supervision of effective traffic control.  He will supervise  the work of the DCP (Administration) and DCP (Traffic)  and shall perform such duties as are entrusted to him by the commissioner of police.  

(b) He has also the power of  Additional District Magistrate.      

            (c) He shall conduct inspection of the units as per the scale.

 

(ii) Additional Commissioner of Police - Crime

 

            (a)  Additional Commissioner of Police - Crime will assist the Commissioner of Police in the effective control of the crimes and in the detection  of the cases reported. 

            (b)  He will supervise the work of the Deputy Commissioner of Police -Crime and the work of the DCPs incharge of divisions  in the prevention and detection of cases and issue suitable instructions.      

            (c)  He will review the crime situation in the city periodically at the zonal level, divisional level and at the Police Station level and issue suitable instructions to the officers.     

            (d)  He shall closely supervise the investigation of sensational cases like kidnapping, Robbery, Dacoity, etc.    

            (e)  He will also supervise the working of the City Crime Record Bureau in the collection  and storing of  information as well as working of the City Crime Branch.             

(f) He should co-ordinate with the unit officers in the effective control of the crimes in the city and ensure that schemes involving public co-operation like the NEIGHBOURHOOD WATCH SCHEME effectively function.

            (g) He shall conduct inspections of the units as per the scale. 

(iii)  Additional Commissioner of Police - City Armed Reserve & VIP Security

 

            (a)  The Additional Commissioner of Police - City Armed Reserve & VIP Security will assist the Commissioner of Police in the maintenance of  high standard of discipline in the city Armed Force, and in providing adequate security to the  dignitaries  and the VIPs visiting the City.               

 

 

            (b)  He will supervise and co-ordinate the work of the Deputy Commissioners of Police City Armed Reserve  and the VIP security and Ex-PM family security working under him and issue suitable instructions whenever required.          

 

            (c)  He shall visit the head quarters of the armed reserve force periodically and listen to the grievances of the men and endeavour  to solve them.      

           

            (d)  He should visit to the police lines  and ensure that the welfare measures initiated out of benevolent fund are properly and effectively managed.         

            (e)  He shall ensure that the vehicles allotted to the city unit are kept in order by periodically checking them. 

 

            (f) He shall  pay personal attention  to the security arrangements made for  the VVIPs visiting the city.           

 

            (g)  He  shall liaise  with agencies like  protocol, KEB,  Telephones, PWD, City Corporation , fire force etc., to ensure that necessary assistance is extended to the city police in arranging effective security to the VVIPs.            

            (h)  He shall conduct Inspections of units as per the scale.

 

DUTIES OF THE DEPUTY COMMISSIONERS OF POLICE OF  THE  DIVISIONS

2046.  (a)    They are primarily responsible for the effective maintenance of law and order, prevention and detection of crimes in their jurisdiction.

(b)    They are responsible for the effective functioning of the force under their command, maintain a high standard of discipline and morale among the staff  members. 

(c)    They shall maintain cordial relations with other officers of the City Police Commissionerate.

 (d)    They shall gain the confidence and loyalty of their subordinates by personal integrity, impartiality, devotion to duty and a high sense of justice.

            (e)  They should evince interest in the housing and welfare of the members of the force.         

(f)   They shall get to know all officers and men serving under them, hear their grievances, if any, encourage those who are promising and effectively deal with those who are guilty of misconduct or remiss in the discharge of duties.

 

(g)   They shall strive their utmost to ensure the honesty and integrity of their subordinate officers.

(h)    They shall pay surprise visits to all the police stations and subordinate offices at regular intervals and check up whether officers and men are alert.

 

(i)    They shall attend office puncutually and shall ordinarily transact  all official business in their office.

 

(j)   They shall be easily accessible to all officials and the public generally.

 

(k)   They must keep in close touch with all political and communal movements in their jurisdiction and take precautions to ensure that such movements do not result in breach of the peace.

 

(l)  They should also require their subordinates to keep them fully informed of all political and communal developments.

 

(m)   Each Deputy Commissioner of Police should select by rotation every year one police station for intensive supervision with a view to developing it as a model Police Station. He should regularly visit the police station so selected and give the officers the benefit of his experience and knowledge for the proper and efficient working of the police station.

(n)   They should take special steps to improve the rapport between police and the public holding conferences of important members of the public at convenient centres. They should satisfy themselves by public contact that their subordinates are doing their duties faithfully and with integrity.

 

(o)    They should write in their own hand and maintain a diary in a bound book in form No.13. The diary should contain details of all the movements and the type of duty performed by them whether of routine nature or not. They should send a monthly report in form No.13 which is a true copy of the diary maintained by them along with an abstract in form No.14 and forwarding note in form No.19 to the Commissioner of Police.

 (p)   Copies of the monthly reports of the Deputy Commissioners of Police should be sent to the concerned officers in a name cover with a superscription “Monthly Report” and they should be opened only by the addressee and none else on his behalf.

 

(q)  They should inspect the units coming under their respective jurisdictions, as per the scale.

 

Deputy Commissioner of Police, Intelligence.

2047.  (a)  He shall work directly under the supervision of Commissioner of Police, Bangalore City.

(b)  It is his primary duty to collect advance information about all important events and incidents connected with the City.

(c)  He is assisted by two Assistant Commissioners of Police of the rank of Deputy Superintendent of Police. One will be in charge of field and another will be in charge of administration.

(d)  He will assist the Foreigners Registration Officer [Commissioner of Police} Bangalore City as per the provisions of the Foreigners Act.

(e)  He will asist and supervise  the Immigration Work at the Bangalore International Airport and ensure that the staff drawn for duty are suitably trained in the Immigration work.

 (f)  He should submit his monthly diary to the Commissioner of Police.

            (g)  He shall conduct inspepctions as per the scale.

           

THE DEPUTY COMMISSIONER OF POLICE, V.I.P. SECURITY

2048. (a)   The Deputy Commissioner of Police, VIP Security will work under the direct supervision of the Additional Commissioner of Police, City Armed Reserve and VIP Security . He shall inform the Commissioner of Police, Bangalore City about the visit of the VVIPs to the City and the Security arrangements made by him on day to day basis.

(b)    He shall have close liaison with his counterparts in the State Intelligence and Intelligence Bureau and to ascertain the security threat to the VVIPs visiting the City and make appropriate security arrangements to ensure their safety.

(c)  He shall have close liaison with the Government Agencies like Protocol, K.E.B., P.W.D., Telephones, City Corporation etc who extend their services to the visiting VVIPs  and take adequate precautions to make full proof  security arrangements to the VVIP.

 (d)   He should submit his Monthly diary to the Commissioner of Police.

            (e)    He shall conduct inspections as per the scale.

 

 

 

 

 

DEPUTY COMMISSIONER OF POLICE – EX-PM FAMILY MEMBERS SECURITY

 

2049.    He will be primarily responsible for providing security to the family members of the former Prime Minister hailing from Karnataka.  As  this is in addition  to the SPG cover,  the DCP will closely liaise  with SPG officers in providing security.  He will supervise the work of ACPs and other ranks attached to this unit.  In addition to this he will also perform such other duties  as are assigned to him by the Commissioner of police.

 

DEPUTY COMMISSIONER OF POLICE – TRAFFIC       

2050.  (a) It is the primary duty of the Deputy Commissioner of Police in charge of traffic to plan for and ensure the free flow of traffic and safety of all the road users by effectively enforcing the traffic rules  with the assistance of the staff under  his control.       

(b) He shall conduct study   of flow of traffic on different roads at different times and take measures to impose restrictions on  parking ,movement of particular or class of vehicles etc.,

c) He should co-ordinate with the other agencies like Bangalore City Corporation, P.W.D., Transport Department etc in solving the traffic problems. He should organise programmes for enlightening the public regarding traffic awareness and sensitize the drivers regarding their responsibilities.

d) He shall study the circles and intersections with the assistance of road traffic engineers and get the signal lights installed through the corporation or re-design the circles, islands etc., to facilitate free flow of traffic. He should endeavour to mobilize the traffic control measures with the co-operation of all the Government Agencies and Service Organisations like Traffic Warden, SARS in helping the traffic police.    

e)  He shall arrange for periodical medical check up of the staff working under him to ensure their health.      

f)  He shall ensure that the accident cases reported in the city are properly investigated and the accused are prosecuted,  proper guidance for the victims and dependents  of the victims of motor vehicle accidents for claiming compensation through  the Motor Vehicle Accident  Tribunals.                      g)  He should personally supervise the training programmes conducted in  the  traffic training institute.           

            h) He shall conduct inspection as per  the scale.

 

 

 

 

DEPUTY COMMISSIONER OF POLICE – CRIME  

2051.    (a) He shall  personally supervise the effective functioning of the City Crime Bureau and the city Crime  Record Bureau.

(b) He shall personally supervise the investigation of all sensational and important cases reported in Bangalore city and all such other cases being investigated by the CCB.                                  (c) He will evince interest in maintaining surveillance over the local, non local and dossier criminals who are present and /or Out of View.                          

(d) He should ensure proper documentation of crime data and dissemination of criminal intelligence at CCRB.  He should liaise  with SCRB.     

(e)  He should submit his monthly diary to the Commissioner of Police.         

            (f)  He will conduct inspections as per the scale

         

Deputy Commissioner of Police, Administration.

2052.  (a)   He will exercise general supervision and control over the Ministerial Staff including G.H.A. and Grade I and II Superintendents.

 (b)   He will act as Drawing and Disbursing Officer, countersigning all the bills of the Commissioner's office and attest the registers maintained for cash, sports fund and benevolent fund.

(c)   He will recruit the Civil Police constables and Ministerial Staff in accordance with the rules.

(d)   He will attend to the work pertaining to promotions and transfers of officers of and below the rank of A.S.Is in accordance with the guidelines laid down by the Commissioner of  Police.

 (e)  He will allot the Police Quarters to Police Constables, Head Constables and Assistant Sub Inspectors of Police in consultation with the Addl. Commissioner of Police, Administration and  attend to maintenance of police lines and correspondence with the P.W.D. and other authorities.

 (f)  He will be in charge  of correspondence relating to renewal of Arms Licence and grant of extension of time for purchasing weapons, audit objections, procurement and distribution of equipment, clothing and stationery articles and grant of pension, D.C.R.G., commutation of Pension, E.G.I.S. etc. relating to subordinate staff.

 (g) He will inspect all units as per the scale  provided in Order  No.  604      

(h)  He will sanction increments to the staff.

 (i)   He will scrutinise Appeals and Disciplinary cases in which orders are to be passed by the Commissioner of Police, Director General and Inspector General of Police or Government.

 (j)   He should submit his monthly diary to the Commissioner of Police, regularly.

 

DEPUTY COMMISSIONERS OF POLICE, CITY ARMED RESERVE.

2053. a)The  Deputy Commissioners of Police, City Armed Reserve are responsible for the efficient administration and management of the force under them subject to the direction and control of the Commissioner of Police.

      b) They are responsible for all matters relating to the internal economy and management of the City Armed Reserve for the maintenance of its discipline and for the punctual and regular performance of all the duties.

 

      c) They should ensure high standard of discipline among the members of the force.  They should keep the force alert, physically fit and well trained so that the force acquits itself ably during the unit operations in law and order situations.

d) They should ensure that the vehicles attached to the city police are maintained well  and road worthy for proper mobility of the force.  It is also their duty to ensure availability of Arms, Ammunition, tear gas shells in sufficient quantity at city armory.

            (e)   They should gain the confidence and loyalty of their subordinates by personal integrity, impartiality, devotion to duty and high sense of justice.

(f)  They should know all the officers and men working under them, redress their grievances ,if any,  encourage those who are promising and effectively deal with those who are guilty of misconduct or remiss in the discharge of duties.

(g)   They should conduct inspections of  various branches under them  as per the scale given in the Order No. 604.

(h)   They should write and maintain a Monthly  Diary in form no.13 and submit a copy to the Commissioner of Police.

 

DEPUTY COMMISSIONER OF  POLICE – PUBLIC RELATION OFFICER      

 

2054.    The Deputy Commissioner of Police, PRO will work under the direct Control and Supervision of  the Commissioner of Police .  He shall perform such duties as are entrusted to him by the Commissioner of  Police.        

 

 

 

 

DUTIES OF ASSISTANT COMMISSIONERS OF POLICE  OF SUB DIVISIONS

 

2055.    (a)  The ACPs are the first line of supervisory officers in the police administration.  It is the primary duty to maintain discipline among the members of the force under their control. 

            (b)     They should effectively maintain law and order in the area and take active part in the prevention and detection of the crimes in their jurisdiction.

            (c)   They shall promote good police public relations.                      

            (e)   They shall get to know all officers and men serving under them, hear their grievances and make  efforts to give redressal. 

            (f)  They shall attend the weekly parades and also ensure that their men attend the weekly parades without any excuse. They should pay particular attention to the smart turn out of their men.       (g)  They should visit the police stations under their control as frequently as possible   and ensure proper functioning of the PS.  Particular attention should be paid for the behaviour of the members of the force towards the public.

            (h)  They shall inspect their linmits as per the scale.

 

ASSISTANT COMMISSIONERS OF POLICE IN CHARGE OF TRAFFIC DIVISIONS

2056.    (a) The  Assistant Commissioners of Police  in charge of traffic, apart from performing duties mentioned above for ACPs  in charge of  sub divisions, they will study the behaviour of the traffic in their jurisdiction and provide remedial measures for the smooth and safe flow of traffic. 

            (b) They will supervise the  work of  the officers and men in  enforcing traffic regulations  and proper investigation of accident cases. 

            (c) They will report to the DCP traffic for issuing notification in places where traffic curb is essential in the interest of  road safety.             

            (d)   They shall conduct inspection as sper  the scale

 

ASSISTANT COMMISSIONER OF POLICE (DEPARTMENTAL ENQUIRIES )

2057.    With a view to ensuing speedy disposal of departmental enquiries  the ACP with the assistance of sanctioned supporting staff  shall conduct departmental enquiries entrusted to him by the Commissioner and conclude them expediciously as per time schedule. 

 

POLICE STATIONS

2058.    Each Police station in the city is headed by  a Police Inspector who is designated as the SHO.  The SHO is assisted by one or more Police Sub-Inspectors to look after law and order and crime branches in the Police stations and proportionate number of ASIs, HCs and PCs.  There is an All Women Police station in the city which is under the charge of a Woman Police Inspector assisted by women staff.  They deal exclusively with the complaints brought by women and give necessary help for the women in difficulties and distress.

 

WORKING OF CITY POLICE STAIONS & OUT-POSTS

2059.    Orders regarding  maintenance of records and the station routine as applicable to the Town Police stations and out-posts apply mutatis-mutandis to all the Police Stations and outposts in Bangalore city.

 

TRAFFIC ZONES /SUB-ZONES

2060. Police Inspectors are placed in charge of traffic Zones assisted by PSIs in charge of sub-zones to enforce traffic regulation. There is a separate squad called Accident Investigation squad to investigate into the traffic accident cases. These squads are  under the control of the concerned zonal Inspectors. Traffic PI s work under the direct supervision of the concerned ACPs in charge of Traffic and under the overall supervision of the Deputy Commissioner of Police Traffic.

 

CITY CRIME BRANCH

2061.    A City Crime Branch on the lines of COD has been formed  in Bangalore city for qualitative and professional  Investigation of all important & sensational cases. Apart from the cases entrusted to CCB by COP, it also on its own collects information, detects cases and takes up the further investigation of these cases.

 

The functions of different squads in  CCB are

1.To detect Homicide & Burglary cases

2.To detect cases under immoral traffic on women and drug abuse

3.To investigate cases of serious fraud & misappropriation

4.To conduct enquiry into the petitions containing serious allegations against individuals or members of police force and other matters assigned by the Commissioner of Police.

 

            Each squad is headed by one ACP assisted by required number of staff. The CCB works under the overall supervision of Addl. CP crime.

 

CITY CRIME  RECORD  BUREAU

2062. This is a repository of all records and intelligence relating to crimes and criminals.  Preparation of crime and occurrence sheets  and crime review as well as the maintenance of MOB records  are attended  in this section.  The City Scientific Aids Units is also attached to this.   One Assistant Commissioner of Police is incharge of this bureau.  It is the duty of this ACP to  collect all the crime details from the police stations in the city and assist the DCP (Crime) in the preparation of periodical crime reports and replies to LA/LC questions.  He also scrutinises  the Grave Crime Reports and issues advisory memos.

 

Traffic Training Institute

2063. The traffic training institute is under the charge of an Assistant Commissioner of Police who is assisted by two Police Inspectors and  staff. Apart from professional training programmes, he will supervise the traffic training of school children  (SARS),  propaganda,  training of autorikshaw drivers, public sector vehicle drivers etc.  He will be responsible for the efficient functioning of the training institute.  

 

POLICE CONTROL ROOM

2064.    A well equipped Police Control room  has been set up in Bangalore city to render assistance to the public in case of need, to facilitate a quick and ready means of communication in prevention and detection of crime and traffic regulations, to direct forces to the troubled spots in cases of emergency, to maintain proper & effective communication system and to direct & monitor the movements of  the mobile vehicles in the city.

 

MYSORE   AND  HUBLI & DHARWAD  POLICE COMMISSIONERATES

2065.    (i) Owing to the steep increase in the population as a result of industrialisation,  increase in the volume of tourists, consequential increase in the crime rate, and frequent visits by the VVIPs,  the City Police Units of Mysore and Hubli-Darwad were upgraded to those of Police Commissionerates  in 1989 vide Government  Notification No HD 1001 PCE 89 dt.17-10-89.

 

            (ii) These Commisionerates are each headed by an officer of the rank of Deputy Inspector General of Police as Police Commissioner.  Each Police Commissioner is assisted by three Deputy Commissioners of the rank of Superintendent of  Police, who look after Law & order, crime & traffic and Armed reserve in the city respectively.

 

            (iii) The jurisdiction of  each city is divided into three sub-divisions each in charge of an Assistant Commissioner of Police,  who will have   jurisdiction over a specific number of Police Stations.  Police Inspectors are placed in charge of Police Stations and are assisted by Police Sub Inspectors and other subordinate staff. Separate detachments for traffic control are also created.

 

            (iv) As the Police Stations are headed by Police Inspectors,  there are no Police Circles in the Commissionerates.

 

WORKING OF THE POLICE STATIONS

2066.    (i) Maintenance of records and station routine applicable to the Town Police stations and Out Posts apply mutatis-mutandis to the Police stations and outposts in these Commissionerates. 

 

            (ii) Officers attached to these Commissionerates will perform the same duties allotted to their counter parts in Bangalore city Police Commissionerate.  Instructions given in the earlier orders  will also hold good for the officers working in these two Commissionerates.
