2067 The State Intelligence Department deals with the collection, collation, dissemination and recording of information on all matters of public importance and those affecting the State.
2068 (i) The State Intelligence is under the control and supervision of an Additional Director General of Police who exercises complete administrative control over all the State Intelligence Staff. He, as the head of the State Intelligence Department is also the State Registration Officer as far as the Foreigners' Act is concerned.
(ii) The Additional Director General of Police, Intelligence, is the officer authorised to keep the Government informed of the important developments and sensitive events.
2069 State Intelligence deals also with the matters of interest relating to overall security of the State and the VVIPs. One of its important functions is to give promptly to the Government as well as to the Director General of Police information on all matters of public importance. The State Intelligence communicates to the Intelligence Bureau and the Intelligence Organisations of other States, information which is of interest to them. It communicates to the Range Police Officers and Superintendents of Police incharge of the districts and other specified Officers important information which is of importance to them. It prepares periodical reports on matters falling within its purview and forward copies to those specified. It makes confidential enquiries into all matters of public importance and those affecting national interest. It also helps in the investigation of those crimes which have a bearing on public issues. It collects advance intelligence regarding the problems affecting the law and order situation in the State and communicates it to the concerned for taking precautionary measures. It liaises with the district special branches through which it collects intelligence and it passes on important advance intelligence to them. Functionally the district special branches are almost part of the State Intelligence as far as the collection of intelligence is concerned, though administratively they are under the charge of the concerned Superintendents of Police of the districts.
Duties and functions of the officers of the State Intelligence
2070 Under the administrative control of the Addl. Director General of Police, as head of the Intelligence there is a DIG and threre are nine Superintendents of Police, four in headquarters and five in the field.
Deputy Inspector General, Intelligence
2071 The Deputy Inspector General is responsible for the collection of intelligence and also for the administration of Intelligence office. He will supervise the work of the Superintendents of Police working under him as well as the various sections dealing with Political, Communal, Labour and Services, Students and Teachers, Ryots, Security, Foreigners and other allied matters. He will daily report to the ADG, Intelligence on all the above matters. The advance intelligence collected by him should be immediately intimated to the ADG-Intelligence. He will also inspect the Intelligence Units allotted to him as per the scale and will perform such other duties as are allotted to him by the ADG-Intelligence.
Superintendents of Police
2072 (a) At the State Intelligence headquarters there are 4 Superintendents of Police i.e.,
Superintendent of Police (Political), Superintendent of Police (Admn.), Superintendent of Police (Communal) and Superintendent of Police (Security).
(b) There are 5 Divisional Superintendents of Police in the field based at Bangalore, Mysore, Mangalore, Belgaum and Gulbarga.
SUPERINTENDENT OF POLICE (ADMINISTRATION )
2073 He will be responsible for the efficient working of the Headquarters of the Intelligence. He deals with all correspondence received at and issued from the State Intelligence and will keep the DIG and ADG informed of all important correspondence, forwarding the files or reports for orders whenever necessary. He looks after the establishment, motor transport, photographic section, Abstract Section, Intelligence Report, Special enquiries, Rewards and Miscellaneous Section and will also look after the work of the Foreigners Branch. He will conduct inspections as allotted. He will report to the Deputy Inspector General of Police.
SUPERINTENDENT OF POLICE (POLITICAL)
2074 He will be in charge of Political Section. He will keep himself abreast of all the developments and movements which will have a bearing on law and order and security. He will report to DIG, Intelligence on all matters of importance. He will inspect his section once in a year and send the Inspection Notes to the DIG, Intelligence and will also conduct inspections of other units as allotted to him.
SUPERINTENDENT OF POLICE (Security)
2075 He will be in charge of the work relating to Security Branch. He will be responsible for ensuring that all the Internal Security Schemes are available upto date. He will co-ordinate with the Unit Officers as well as the Commissioner of Police regarding the security of all VVIPs and play his role also in providing security to them. He will closely coordinate with the Bangalore City Deputy Commissioner of Police, regarding matters relating to security of the Chief Minister, Governor and the security of the family members of former Prime Minister. He will be reporting to the DIG and ADG-Intelligence. He will inspect all the branches of the above sections in headquarters and will also attend to the inspection of other units allotted to him.
SUPERINTENDENT OF POLICE (COMMUNAL)
2076 He will be in-charge of Communal, Labour, Services, Students and Teachers and Ryoths sections. He will report to Deputy Inspector General of Police, Intelligence on all matters of importance. He will inspect all the branches of headquarters office once in a year and send copies of Inspection Report to Deputy Inspector General of Police, Intelligence and will conduct inspections of other units as allotted.
Deputy Superintendents of Police
2077 A number of Deputy Superintendents of Police are posted at Headquarters and work is divided among them on a functional basis. Each one of them is placed in charge of a section or group of subjects so that he clearly realises his duties and responsibilities. The Dy.S.Ps work under the respective Superintendents of Police of State Intelligence.
Sections and Subordinate Staff
2078 The entire work at the Intelligence headquarters is divided into sections on the executive as well as the ministerial side, subjects being grouped according to convenience and the sections being placed under Deputy Superintendents of Police. Standing orders will be drawn up form time to time showing the distribution of work among the various sections.
FIELD STAFF
2079 (i) The State Intelligence has its own field staff for collecting information and to deal directly with Intelligence matters. There will be field staff from the level of Superintendents of Police downwards in various places. Superintendents of Police are placed at Bangalore, Mangalore, Mysore, Gulbarga, and Belgaum. Superintendent of Police, Bangalore will cover Bangalore, Tumkur, Chitradurga, Davangere, Kolar and KGF Districts. Superintendent of Police, Mangalore will cover Dakshina Kannada, Udupi, Chickmagalur and Shimoga District. Superintendent of Police, Belgaum will cover Belgaum, Dharwad, Uttara Kannada and Bijapur District. Superintendent of Police, Gulbarga will cover Gulbarga, Bidar, Raichur and Bellary Districts.
(ii) The Superintendents of Police, in-charge of the divisions will be responsible for collection and dissemination of information in their respective jurisdictions and they will report to the Additional Director General of Police, Intelligence promptly all matters of importance. Telephonic/wireless/fax messages should be followed by more detailed written reports. The Superintendents of Police will also send reports on the various subjects indicating their assessment of the events for the next fortnight.
(iii) The Deputy Superintendents of Police who are posted in the field will report to their respective Superintendents of Police as well as to the headquarters at Bangalore on the matters of importance. Their work should be assessment oriented rather than being a mere reporting of events.
(iv) The Officers of and below the level of Police Inspector will work under the administrative control of the Superintendent of Police of the division. They should report matters of importance occurring in their jurisdiction promptly to the State Intelligence Headquarters and the jurisdictional Superintendents of Police.
DUTIES OF FIELD STAFF
2080 The functions and duties of the field staff of the State Intelligence are to gather intelligence on all matters of interest to the State Intelligence. They also carry out such other tasks which may come within the purview of the State Intelligence. Generally speaking, the distribution of work amongst the field staff is on a territorial basis. Special staff is also allotted for protective and security duties. Standing orders will be drawn up showing the distribution of work among the field staff.
STATE INTELLIGENCE FIELD STAFF AND DISTRICTS SPECIAL BRANCH STAFF
2081 There is no hard and fast demarcation of duties between the State Intelligence field Staff and the District Special Branch staff. The responsibility of the former is complete in all spheres. State Intelligence is particularly responsible for collecting information about secret, underground and subversive activities and about matters of importance form the security point of view. It is also required particularly to keep abreast of important developments and maintain complete harmony and co-operation with the Special Branch staff.
POSTINGS TO STATE INTELLIGENCE
2082 (i) Posting of executive personnel to the State Intelligence is made by selection from the Police force. Candidates for intelligence duties should normally have a service of not less than five years. They should be well educated, alert and intelligent, possessing good powers of observation.
(ii) Additional Director General of Police, Intelligence, will prepare a panel of names of suitable officers after getting a list from the Range Inspectors General and send it to the Director General of Police for postings whenever vacancies occur.
Tenure of service
2083 No definite tenure of service is fixed for the State Intelligence but ordinarily it may be for five years. Those who do particularly well may be kept on beyond that period. Intelligence duties constitute a highly specilised job and frequent changes should be avoided.
2084 There is a Special Branch Training Institute in the Office of the Additional Director General of Police, Intelligence. Apart from regular and short term courses, practical training is also imparted to trainees, workshops are conducted and tests are held at the end of courses in this institute. A comprehensive syllabus is also prepared for various courses. The Syllabus should be updated as per the needs of the time by the State Intelligence.
2085 Executive personnel on first selection for Intelligence duties will undergo a regular course of initial training. Refresher training course will be arranged periodically. Special training courses will be organised for the staff employed on special duties like surveillance and security and other important tasks. Lectures by senior offices will be orgainsed during the course.
Foreigners
2086 It is the duty of the State Intelligence to deal with all the activities of foreigners. The chief of the State Intelligence is the State Registration Officer for foreigners. The entry, residence and movements of foreigners in India are regulated by laws and rules framed by Central Government from time to time and these rules are followed by the State Intelligence. Attention is drawn to Chapter XVIII (Vol. I) regarding the functions of the State Intelligence with reference to the foreigners.
2087 Security of VVIP is another important function and for the details attention is drawn to Chapter XVII (Volume I).
DRESS ORDER
2088 Except on ceremonial occasions Officers and men of the State Intelligence should not use uniform and should not salute while greeting their superiors and others.
