KARNATAKA STATE SPORTS CONTROL BOARD

2119.    The  Karnataka State Police Sports Control Board, Bangalore came into existence during the year 1982 and it has been registered under the Karnataka Societies Act, 1904 vide registration  No. AMB 54/82, dated 21.10.1982.  Earlier the Mysore State Police Association was in existence which was also a registered body under the Societies Registration Act , and the same was redesignated in 1982 as the Karnataka  State Police  Sports Control Board.

 

Aims and Objects of the Board

2120     The Objects of the Karnataka State Police Sports Control Board is  to effectively coordinate the activities of various District/Unit sports Committees, regulate the purchase of quality sports equipments, pick up talented Policemen from the Police force and outside who have achieved excellence in the State level, zonal, Inter University, National and International Meets and impart sustained and systematic training to improve their standards by organising intensive coaching camps and also effectively liaise with the All India Police Sports Control Board, New Delhi and Sports Authority of India, South Centre, Bangalore, in order to bring out the best from the talented sportsmen in the Police force so that the Karnataka State Police can make a mark in the inter State Police Meet as well as All India Police Games and Sports Meet.   It shall hold, control and administer the property and funds of the Board through the Secretary cum Treasurer.

 

CONSTITUTION OF THE BOARD

2121     1. The Director General and Inspector General of Police, Karnataka State will be the President of the Board. 

            2.  The Board will have an Executive Committee  under a Chairman.

 

3. An officer not below the rank of Deputy Inspector General of Police will be nominated  as Chairman  of the Executive Committee by the President of the Board. .

            4 .The  Executive Committee will have seven members including the Secretary of the Board.

 

 

 

 

Secretary-cum-Treasurer:

 

2122.    An Officer of the rank of Superintendent of Police/Deputy Superintendent of Police to be appointed by the Karnataka State Police Sports Control Board shall be ex-officio Secretary-cum-Treasurer of the Board.

 

SUBSIDIARY UNITS

  2123.  The sports general     council and the district/unit sports committes are the subsidiary units of the Board.  The Director General and Inspector General of Police is the President of the Council.  The Sports General Council will meet at least once in a year and review the working of the Board and suggest steps to improve the standard of sports among the Policemen/Women in the State.

 

            Every District/Unit in the Police Department including the Special Units like the CID/KSRP/KARP mounted Company, Wireless/Railways, etc., will have a District/Unit Sports Committee.

                       

(The Primary object of the District/Unit Sports Committees is to organise sports activities, hold District/Unit Sports with a view to improve the physique of the personnel of the Police Force of the Districts/Units, create ESPIRIT DE-CORPS among different ranks of the force to encourage team spirit and develop healthy cooperation between the Police personnel of the Districts/units  in the State.  The District and the Unit teams will also participate in the Regional Police Sports and State Level Sports when held.

 

FUNDS

2124.    (a)  The following subscriptions shall be collected from the various members of the Board :

            (b)  The funds maintained in the District/Unit will be spent for the purpose mentioned below up to the limits noted against each.

            (a) Contribution to the Central Pool                                    33 1/3%

            (b) On Annual Police Sports and Sports                           50%

                  Equipments.

            (c) Remuneration to clerical staff                                  6%

            (d) Reserve                                                                                 5%

            (e) Miscellaneous such as friendly                              5 2/3% 

                  matches, printing etc.

 

 

GENERAL MEETING

2125.    The Annual General Meeting of the Board and the Sports General Council shall be held once  every year, at the time of the Annual Sports, at such time and place as the Executive Committee may from time to time determine. At such Annual General Meeting the reports of the Executive Committee for the previous year together with an audited copy of the Balance Sheet, Income and Expenditure Statement and the Auditor’s Report shall be submitted for approval.

 

 

AUDIT OF ACCOUNTS

           

2126.    The Karnataka State Police Control Board shall  appoint auditors fixing their remuneration and the audited statement of account shall be placed before the Sports General Council, for approval during its annual meeting every year. Similar action should be taken by the District/Unit Sports Committees.

 

GENERAL

2127.    All acts undertaken under these rules and regulations shall be in the name of the Secretary of the Board for the time being who shall sue or be sued in the Courts of Law, for and on behalf of the Board. All charges incurred by or claimed against the Secretary shall be incurred and paid for from the General Funds of the Board and the Secretary shall not be made personally responsible in any manner whatsoever in respect of the bonafide acts done by him for or on behalf of the Board.

            Grants may also be given by the Government for purchase of trophies and such other expenditure in connection with the District/Unit Police Sports. Such grants will be drawn by the Secretary-cum-Treasurer of the Board.
