E-procurement in the simplest words is the process of procurement of supplies / work / services through the internet as well as information and networking systems, such as Electronic Data Interchange and Enterprise Resource Planning. The e-procurement value chain consists of suppliers/vendors registration, indent management, e-tendering, e-auctioning, catalogue management, and contract management.

The Department of E-Governance provides this facility to all the Government departments. The e-procurement is basically operated from the centre for E-Governance on BOOT model with M/s HP India Sales Pvt Ltd as the agency responsible for the maintenance of the    e-procurement website, application, hardware and related issues. More than 400 suppliers/vendors have enrolled through the website after fulfilling qualifying criteria to participate in the e-tendering. Each supplier/vendor pays a prescribed fee for enrolment and in return he is notified about the existing tenders, allowed to participate in the tender, submit his quote online and get notified about various stages of the tendering.

The entire process starts with the registration of the department and its sub-units opting for e-procurement with the Centre for e-governance. The department / sub-unit has to designate an officer as nodal officer for e-procurement, and he shall be provided with user name, password, private key with digital signature. The regular procedure in calling for tenders and running through various stages of the procurement will be in accordance with KKTP act and rules.

When a tender is published on the e-procurement portal, it gets notified to all the vendors along with different dates, cut off dates in the process. The department can receive bids in the electronic form which will be saved in an encrypted format. For each such tender a private key is provided for the nodal officer through which he can view the bids on the notified day. An alert is generated to nodal officer to open the bids on the designated date and time. The nodal officer shall open the bids using the private key provided, once the bids are opened, a notification to all the participating agencies is sent. Comparative statements based on the criteria defined by the department will be generated automatically. The system also provides for negotiation with the qualified vendors. In case the private key is lost the entire tender has to be abandoned and it has to be re-tendered. The department can make payments online using an account with internet banking facilities.

Further the system also provides a mechanism of indenting by the sub-units for the materials with the tender inviting authority, who in turn on authority based on the demand, can call for e-tenders on behalf of such sub-units put together in one tender. The system of publishing in the news papers can be done away with since all tenders done through e-procurement portal shall be notified to the enlisted vendors. A total of 24 government departments are utilising this service and more than 400 vendors have registered with the portal.

Karnataka State Police adopted e-procurement with the first e-tender going live on the 10th of Aug 2009. The use of technology has completely revolutionized the way tender process has been conducted in the past.
