NEW BEAT SYSTEM BY THE KARNATAKA STATE POLICE :


Karnataka State Police  has introduced   'New  Beat System'  with  effect  from  1st  April, 2017 to reinforce community policing and to achieve its objective of Citizen Centric Policing in the State in the State. Salient fetures of 'New Beat System' are as follows :
 

1.  EMPOWERING POLICE MEN:

All the Police Officers from the Commissioners of Police/District Superintendents of Police tothe Police Inspector/Police Sub Inspector are responsible for policing of a specific territorial jurisdiction. The Head Constable/Police Constables who constitute more than 90% of the police strength were earlier not assigned witany specific territorial jurisdiction. In the New Beat System, each and everyHead Constable/Police Constable in the Police Station has been assigned with aspecific jurisdiction as his/her area of responsibility. They are now Police Officers in charge of a specific jurisdiction.

DECENTRALISATION OF POLICING :

Police Stations presently are the smallest administrative and functional unit of the State Police. However, for proper policing there was a need for further geographical division of police stations in both urban and rural areas. Though earlier also ‘Beats’ assigned to these beats. Now all Head Constables and Constable in the Police Stations are assigned a beat which has become the smallest functional unit for policing.

 

3. STRENGTHENING THE COMMUNITY POLIING :

Community Policing, in its essence, is to minimize the gap between policemen & citizens so that the Police becomes an integral part of the community it serves. Its main goal is to assist the public in establishing & maintaining a safe & orderly social environment. In community policing, with community on board there is a sense of security among the community as there is a feeling that a policemen is just a call away. As one beat constable/head constable (the Community Police Officer) is dedicated to a small manageable area which is his beat he knows all the residents & the issues. The residents of the beat also can identify the beat officer and the consequent rapport and bonding does the magic.

 

       4. CONNECTING THECOMMUNITY WITH THE POLICE :

Each Beat is having a number of citizens as the ‘Beat Citizen Committee Members’.This number is on an average around 30 in each Beat. This Beat Citizens Group who are staying with the beat area 24x7 maintain contact with Beat Police Officer 24x7 and pass required information to him either over voice call or SMS or through Whatsapp message by maintaining a Whatsapp group of Beat Citizens Group with Beat Police Officer.

        5.   MAKINGPOLICING MORE EFFECTIVE :

With wider participation of public, there is more grass root level information available to police and that makes policing pro-active and more effective. This model also throws up intelligence which is one of kind, precise local information which can be taken to its logical conclusion. With results becoming conspicuous, the faith in the system improves and long lost trust slowly gets regained and strengthened. The other positive fall out of change is in police perception and an image change based on demonstrated results.

 
   6.
MAKING POLICING SERVICES MORE APPROACHABLE :


Each of the citizens in the Police Station jurisdiction shall have one Head Constable / Police Constable as their contact point and therefore in case of any crime or public order situation, they will have easy access to police service as they can contact the concerned Beat policeman for assistance.
